Harbin, also known as "Ice City," is a prefecture-level city, provincial capital, sub-provincial city, and mega-city under the jurisdiction of Heilongjiang Province. It is the core city of the Harbin-Changchun city cluster and a key center in Northeast China as designated by the State Council, as well as an important national manufacturing base. As of 2023, Harbin governs 9 districts, 7 counties, and oversees 2 county-level cities, covering a total area of 53,076.4 square kilometers. By the end of 2022, Harbin had a registered population of 9.395 million.

Located in the northeastern region of China, at the center of Northeast Asia, Harbin serves as the political, economic, and cultural hub of northern Northeast China. It is known as the "Pearl of the Eurasian Land Bridge" and is a major international transportation hub, being the starting point of the Harbin-Dalian-Qiqihar Industrial Corridor and a strategically important border city for development and cooperation in Northeast Asia, as well as a key city for cooperation with Russia.

Harbin is recognized as a national historical and cultural city and the birthplace of the Jin and Qing dynasties. The first capital of the Jin dynasty was located in Acheng, and the founder of the Qing dynasty, Menggetiemur, was born in Yilan. Harbin is internationally famous for its ice and snow culture and tourism, earning it the nicknames "Oriental Moscow" and "Oriental Paris."

The city has been awarded the titles of National Civilized City, International Wetland City, East Asian Cultural Capital, and one of China's top ten ice and snow tourism cities. It has also been recognized by the United Nations as a "City of Music." In 2022, the Chinese Olympic Committee awarded Harbin the "Olympic Champion City" commemorative trophy.
